Under Secretary of State for the Colonies.
With reference to our conversation of the 20th ulto, I have the honour to request that the Salaries of the European staff of the Royal Observatory, Hongkong, be fixed as follows:

| Director | £1,000 |
| Chief Assistant | £800 by £20 p.a. |
| First Assistant | £400-£600 |
In support of this request, I beg to refer you to my report of the Salaries Commission.
I have also to request:
(1) That my Quarters be made pensionable, as in the case of my predecessor, Dr. Doberck, and valued at £166 p.a.
(2) That the whole of my pension be computed on my Hongkong salary. I may quote as a precedent the case of the late Mr. Irving of the Mauritius and Straits Settlements Services. Under the general regulations, no officer transferred from one Colony to another can obtain a full pension.
